Yes, saying they deserve long sentences is an opinion, with that said...he did accuse them of “They engaged in deliberate deception to interfere with the last election," - and the truth is a absolute defense to defamation, that's why 60 Mins never brought a lawsuit against him. As your own link points out Musk provided the proof of them doing that, when they edited Harris's interview.
