Senator Robert C. Byrd (D-WV) strongly opposed President Lyndon B. Johnson’s Civil Rights Act of 1964 and did not vote for it.
Early in his career, Senator Robert Byrd opposed major civil rights legislation, most notably filibustering the Civil Rights Act of 1964 for over 14 hours and voting against the Voting Rights Act of 1965. As a young man, he was a member of the Ku Klux Klan, which he later renounced and called the "greatest mistake" of his life.
School Desegregation (1950s): Supported "Massive Resistance," a policy designed to close schools rather than integrate
1967 Supreme Court Nomination: Opposed the confirmation of Thurgood Marshall, the first Black Supreme Court Justice.
Anti-Lynching Legislation: While in Congress in the 1950s, he maintained the segregationist stance that had earlier blocked federal anti-lynching

While Democrats still maintain a majority of support from both groups, the margin of advantage has shrunk to historic lows, with 2024 polling showing significant shifts toward Republican candidates.
