No it would not have stayed off-shore, but the country would have been much better prepared when it arrived. The Administration would not have wasted 2 months denying that the virus was happening. They would have been coordinating with health care professionals through the pandemic office of the NSA - the office Trump disbanded. They would have used the WHO test like the rest of the world instead of wasting 4 months trying to develop their own test.
The country would have been better prepared for this. Trump started preparing for this 2 weeks ago.
The reason the US decided to make their own tests is because the test kits the totally corrupt WHO recommended are resulting in false positive or false negative about 55% of the time. The FDA refused to allow the WHO test kits to be used in the US.
SK and Italy and Spain and some other countries bought the faulty WHO test kits and now these countries are truly fucked.
Now Germany is begging to buy FDA approved test kits. Germany has thrown the WHO test kits down the toilet!

Those of you on the right whose response to universal health care is "Why should my tax dollars go to give free health care to some welfare bum who refuses to work?", well this is why. So you don't have an out of control pandemic raging in your country. This is where you will be forced to pay the price for your "for profit" patchwork health care system.
Those with no money and no health insurance, the working poor will keep this virus raging because they can't afford to stay home (low wages, no sick pay), and they won't seek treatment (co-pays, prescription costs), and they're going to overwhelm your healthcare system when they get really, really sick. It's already started.
While Americans are figuring out how to deal with this crisis, and how to get money into the hands of the working poor, in Canada, the government is preparing to send out extra cash to families receiving income supports, assuming those families will be hurt first. They're giving access to the EI funds to contract and self-employed workers, who normally don't qualify for EI. Anyone who is off work for illness or quarantine, as well as work slow downs can now apply.
While Americans argue about how to handle this virus. Canada has been testing, testing, testing, and quarantining those who test positive. We've shut our schools, our restaurants, bars, and gatherings. We've closed our nursing homes to visitors, and stocked our pantries. On April 4th, my GST refund money will double. I don't qualify for any of the other programs.
While Americans panic, Canadians are being given clear concise guidance on how to navigate through this, and unlike Americans, our top government officials aren't lying to us about how to do that.
By the way, while Americans are arguing how best to funnel cash to those who need it, their first instinct is "means testing". Your population will waste months making sure money doesn't get into the hands of the "undeserving" while the needy starve. You have tax returns, SNAP applications, and lists of those receiving earned income credits. Just send the cash to those who are currently getting SNAP, or earned income credits, and stop worrying about the "undeserving".
Americans only worry about fraud and waste when it's going to the poor. It the Pentagon needed the money, they'd be shovelling it to them without question, despite the $400 hammers and the $800 toilet seats.
