What happens when the police don't retreat, the same thing, the cops have failed at preventing crime...

Cops don't, and never have, prevented crime. Policing is a reactive endeavor, not a proactive one. After a crime is reported, the cops investigate it and hopefully identify the perpetrator and arrest him. That is their only function. Sometimes their presence deters criminals from committing crimes in their near vicinity, but no always.
