It was not the “Shah’s money”. It belonged to the Iranian people.

The money was owed to the Shah's government, with which the US had a good relationship, but the US has no relationship with the ayatollahs' government which has from the beginning has claimed it would destroy the US. Under such conditions, the ayatollahs have no rights.

More importantly Obama and Biden understood that by giving the ayatollahs that money, they were financing Iran's wars with Israel and the Arab nations and making the US complicit in Iran's crimes.
