Trump's tax returns have been in the hands of IRS auditors and tax collectors all along. If those folks thought that there was a further legal problem warranting legal persecution, they would have sent those returns directly to the DOJ for possible indictment.

No, the President wasn't stonewalling a legal process, he was just protecting his rights as a private citizen not to have his returns put out in the public domain.
