No, it didn't. The Bill of Rights limited the federal government. It didn't apply to the States at all. A fact that the USSC recognized in Barron v. Baltimore in the early 1800s.
Look at the debates about the 14th amendment with John Bingham and Jacob Howard. Its quite clear that they didn't think the bill of rights applied to the States either.
When Howard introduced the 14th amendment he explicitly said its purpose was to apply the bill of rights to the States. And even read the first 8 amendments on the Senate floor to emphasize the point.
