The tax code. The tax breaks clearly favor the rich. The more money that passes through, the more write offs, the less their effective tax rate is. Not all the breaks are bad however companies that make billions may not pay any taxes and that is a problem. If we were to eliminate some tax breaks, it would help the debt.
