Having lived in the area and worked on the Hill, I honestly cannot recall a time being near the reflecting pool when it wasn't like a septic pond. It is way too shallow, though I understand they at least are circulating the water out of the tidal basin now that Obama's Administration at least tried to do something about that giant petri dish.
