Obama spent 34 million in 2012. I assume that fix was incomplete. Trump is attempting to finish the job for 1/3 of the cost as it is leaking (again) and has an algae problem (again). What is the problem again?

Except Trump isn't fixing anything. He just drained the pool and slapped on a coat of blue paint. Obama attempted to fix the entire filtration system, which did help a bit. But the real problem with the pool is that it's a stagnant body of water with no fish or animals in it to keep the plants under control. So give it a couple of years, or maybe even months, and you'll be back where you started.
