I don't know much about pools, but google suggests that they need to be resealed every 7 to 15 years. Maybe it's not really a failure of the Obama renovation and just regular maintenance.

The main purpose of the Obama restoration was to stop it from sinking into the marshy soil, so that seems like it was pretty successful.

Either way, making it an expensive rush job with a no bid contract is a little weird. Especially as it went to a buddy of his.
