This is true. Inversely Clinton had a strong economy and his deficits were increasingly small.Trump rebranded NAFTA as the USMCA, and now he is bitching about the "unfair" tariffs HE created!

Given who is on there I would say Reagan and Eisenhower. Ike was a steady hand during a crucial part of the Cold War, with a good economy and low deficits.
Reagan blew out budget deficits but his vision of ending the USSR was, well visionary.
I liked Nixon more than Ike as his international strategies were excellent. However, one of them began the opening of China. Hindsight proves that was probably a very bad thing.
While Johnson had many errors, he was instrumental in getting the 1964 Civil Rights Act passed.
