they built all of those aqueducts to supply water to cities, they should have just taxed everyone who used water that was there, like our government wants to do.

So did we. They also built sewage systems, we did that too. We could learn one thing from them, they used Christians as human torches and killed them for entertainment. Ah, the good old days.

And who pays for their construction and maintenance?
