EU has a 10% tarrif on all vehicles.

Trucks represent 56% of sales in the auto market.

So what is the proposed solution?

EU would probably have less of a probably have less a problem with that...

The large European Market buy a lot of there national brand... You won't see many Renaults in Germany and BMW isn't that popular in France in comparison. Japanese cars are made more with European roads, fuel economy and emission standards in mind...
American Car manafacteurs make cars in Europe for Europe just like BMW, Mercedes... make cars in US for US producers...

Not as much outlawed as very impractical...

European roads are just not that wide especially in towns... Also European roads are not that straight and cars which are smaller and lower to the ground offer better handling are much more popular.
Also European cars are a lot safer for pedestrians as Europeans believe all road users need to be respected. Europe walks and cycles a lot more than Americans especially for communting.

Effectively Russia was at war with Russia at the time...

NATO is a defensive pact, those weapons in Cuba had little to do with defense...

Cuba didn't have an agreement of sovereignty with US, was quite the opposite.
