It would be grand if there were no need for militaries in the world, however, there is always some bloke who comes along and wishes to expand territories via force, or commit genocide, and as long as other nations have armies/navies/air forces, there will be a need for the United States to have a military and in need of keeping it current against all types of other militaries, thus the need for continual funding for armament, personnel, training and research.
It's called living in the real world.
