Maybe Harris would have gotten it because as a rule, sitting/former VP's who seek the nomination almost always get it (Nixon, Humphrey, Mondale, Bush, Gore, Biden). Harris has 74,308,711 as of this morning with 48.4% of the vote.
Hillary's final vote count was 65,853,514, with 48.2% of the vote.

Harris did get less votes than Biden did. That was probably for a whole host of reasons. Voter Apathy, racism, misogyny, and the fact that without a primary, she didn't have the ability to build a following.
