His strategy is to get out of town and campaign when the going gets rough. Republicans want tight borders. Democrats want chaos, anger, unrest and the infiltration of exotic diseases by walking incubators who have never been inoculated for any disease. Republicans are not trying to dictate how everything works. Ronald Reagan can not just send Federal troops into Texas, Nevada, and California, and force those states to secure the boarder.
If a state wants to hinder the building of the fence, they can do so. It's part of how our constitution doesn't give the Federal government unlimited authority to trample on states.
