Congress is free to launch any investigation they feel is required at any time they want. They don't need Giuliani to do that.

Sessions has proven already he is weak (back down / intimidated by Democrats), has poor decision-making skills (recused himself when there was no reason too), and has refused to take action (Hillary, Huma, Comey - all should have been investigated and indicted by now.
