The IRGC is the ONLY power remaining in Iran. The Mullahs and the other surviving Regime leaders already have their escape plan to Moscow. Bomb IRGC facilities and Arm the Iranian people. IDF ground forces can organize them into effective fighting units. That's what it will take to break the IRGC and send the Mullahs/Regime leaders packing to Moscow.
