you can be assured theres no barrier under it and moisture is coming up,, it was built in 1923 and been a problem ever since,,Another thing I'm wondering about is if they tested the moisture of the concrete. It's underground in a swamp. If there is no vapor barrier under that concrete the moisture content is going to be high. The vapor pressure can make it delaminate from the surface before it cures.

Polyurea coatings can be used, but you have to make sure the concrete is dry. There are epoxy primers that you can use as a vapor barrier on the surface. But the concrete still have to be dry when it's applied.you can be assured theres no barrier under it and moisture is coming up,, it was built in 1923 and been a problem ever since,,

Pool liners generally last between 6 to 12 years

On a bid basis, the company has to meet the requirements of the job. And they have to work out avoiding the pitfalls.
I'm sure a company with actual experience with this kind of supersized pool, wouldn't have f'd up.
