Bad prep job with the paint peeling off like it is. Fixing screw ups is how I earned my living. Getting a contractor to fix their screw ups is close to impossible so I would get the call.
It needed to be covered in an acid solution and then let set for days and if weather doesn't hold it up then a base coat that needs to set for days and if good weather conditions permit then paint.

I finally realized why hardcore lefties got so triggered by pictures of the White House demo work ahead of the ballroom, and now are triggered by the reflecting pool work.
