It's likely the paint poorly cured or they used cheap paint incompatible with cement... of course hydrogen peroxide can be found in paint stripper. This is going to be a disaster.

I'd go with a surface prep problem. Stripper's are direct application. The peroxide added wouldn't be near the concentration of strippers.

Either type it has to be directly applied and has a dwell time. I doubt the 12% would do that.

Actually, someone at CNN just tested the water and they found the water exceedingly high in phosphates which encourages / feeds the growth of algae, so it looks like someone contaminated the water.
