Good article written in 2019 of a proposal that was never written to bill for consideration on the house floor. Doesn't look like it could find a republican sponsor in the house.

This part of the plan, I like, in that it lets the employees go with there employer plan, have employer base health savings plan and “Employees could also,” it notes, “push for funds that would have . . . gone toward an excessive [employer plan] to be placed in-full into their Health Savings Account (HSA), purchase their own affordable plan, and save the remainder tax free for future medical needs.”
“Repackaging” the Medicaid expansion and exchange subsidies. Sounds like a lot of double talk.
Overall, not very impressive. I can see why no house republican ever followed up on it and why it was not touted and pushed by the president, which is why and rightly so, nobody thinks trump has a plan, as he does not have one, he would like to lead on, nor one that congressional Republicans will get behind. His big plan is still just to kill the Affordable Care Act, cutting out the parts everybody likes along with the parts many do not like. I'm not a healthcare voter in general, as I am covered by multiple plans, public and private. That is just it, though. I still realize the pitiful healthcare situation for many in this country and know, this president has not done jack-shit to improve it, only to tear down protections already in place.
