The Republican tax cuts created the 47% trying to buy votes with tax cuts, and Willard says he will cut income taxes 20% "ACROSS THE BOARD" to buy more votes which will increase the 47%.

Obama, on the other hand, will allow the Bush tax cuts to expire cutting that 47% in half. Those who are against Obama are for the 47% and probably in the 47%. Those who are for making the Bush tax cuts permanent are for making the 47% permanent.
