The "Ball Room" is a facility for large scale State Events hosting up to hundreds of nations, the World's population number/demographic ; hence a more modern and size appropriate facility for the Executive to engage such international appropriate "social" occasions would make sense.
Assumes that those outside the inner workings have a clue and some intelligence on these things are done in the diplomatic and international courtesy realms.
Critics of such underscore their ignorance of how to engage and relate to the other nations, along with how to display and impress with the wealth and power of the USA.

Was it disgusting when Obama spent $306M taxpayer $$$ to renovate the WH? Was he a wannabe king? BTW, no taxpayer $$$ are being spent on this project. Also, the east wing was built by Roosevelt in 1942--so much for historical. It is also not the first addition to the WH and it doesn't require congressional approval. Once again you're ill-informed, please educate yourself. Another thing, these workers are being paid--the democrats can't hold up their pay. I know that bothers you.
