There are a couple other provisions referencing LEGAL immigrants, like those awaiting an asylum hearing. Currently, they are eligible for subsidized health insurance through the ACA. And still others are eligible for Medicaid through the expansion of Medicaid in the ACA. When these "cuts" are implemented you can expect a return to crowded emergency rooms filled with uninsured patients.
