Is that because they are admitting the overwhelming, vast majority of LOOTERS seen breaking windows, flooding in and out of stores during riots carrying anything and everything not nailed down are Blacks?

Not "admitting". Worse than that. Stating (admitting) fact is not attributed to prejudice or racism. Those who make the conviction that there is a correlation between "looting" and "race" are the racists themselves. Who else would see racism in everything under the sun but for the real racists? It is necessary to think in racial terms in order to be a racist. Seriously ... who is it who dreamt up the "looting is racist" idea in the first place? Me? You? No.
