There is no such thing as "unarmed" once a suspect's hand(s) disappears from the officer's sight. In those cases, the officer has no way to ascertain if the suspect (of whatever race) is reaching for a gun.

With zero time to react and defend himself, the officer cannot (and should not) gamble with his life. Standard police protocol, taught in every police academy in America, is to shoot when a hand disappears from view.

This is why when encountering suspects, officers always yell (loudly) "Show me your hands" Those who don't do that, get shot, as they should.

At 3:50 of the video, Daniel Shaver (a white guy) puts his hands behind his back (out of view of the cop) - the cop screams at him, but doesn't shoot him (as he is supposed to have done). Shaver was lucky. Most cops would have shot him.

Ar 4:27 of the video, Shaver again reaches behind him (hand out of sight). Cop shoots him, killing him instantly. Shaver's luck ran out.
