Are you saying when Israelis are attacked by Arab terrorists, they should make sure they only kill one Arab for each Jew killed?

If Arabs fire an unguided rocket at civilians that doesn't manage to kill any Jews, should the Israelis be prevented from responding? Because if they manage to kill the rocket launchers, that would be unfair?
