The ICE agent pulled his weapon BEFORE she began moving forward. The following video shows the vehicle making contact with the agent in slow motion. It appears he was already out of her way when he began shooting so he was not shooting in "self-defense" nor is shooting at a person to prevent them from fleeing allowed, let alone killing them.
