The basic ideals of American Conservatism, is a preservation of the free-market capitalist system, a fundamental view of less government intervention, keeping the social fabric of the country through the upholding of the traditional moral values that the country was built on.
First, you seem to be using two different groups of people interchangeably. You mention right-wing conservative Christians, which I assume to be a large group of people that make up a portion of the population of the country.
However then you ask what the GOP has done since W was elected, that was conservative.
The GOP and W, is a group of politicians. The primary goal of the GOP is to get elected, and hold onto power. Just like the primary goal of the DNC, is to get elected, and hold onto power.
The purpose of these groups is not to uphold an ideal. They are political parties, vying for power.
Now it is true that Republicans do not often stand for conservative ideals, and that begs the question why we would still vote for a Republican.
But the answer is simple.....
What is the alternative? Do you have a Democrat that will stand for conservative ideals? And if not, then why are you asking such a dumb question?
Which I should vote for.... the one who says what I believe but does not always follow through.... or the one who openly opposes what I believe?
Obviously I am going to vote for the person who at least says they support my position and beliefs.
So what has the GOP done that is conservative?
I would back up before W, and look at Newt Gingrich who led the Republican congress in the 1990s. They cut spending every single year since 1995. They passed welfare reform.

Which shows a large number of conservative initiatives. Some successful, and others not. But all were clear conservative views.
As for Bush, he did a few things that were clearly free-market economics, like having the FCC auction off spectrum, which then allowed for the wireless boom to happen during the 2000s.
But Bush was never a clear Ronald Reagan conservative. Again, why did we vote for him? What was the alternative? Al Gore, the 'ban internal combustion engine' guy?
But what has the GOP done otherwise?
Well, they stop the Democrats from turning us into a socialist hell hole for one. If the Democrats had their way, we would be like Venezuela by now.
Trump has reduced regulation, moved the US embassy in Israel to Jerusalem, reduced taxation.
These are all conservative ideals.
