The Ds need to take both the house and senate which is not possible and do so with veto proof majorities, which is an absurdity, in order to repeal the SALT cap.

Without repeal of the SALT cap blue wall state budgets will need more State and local taxes to avoid default prior to 2020. And those proposed tax increases are already causing a net loss of employment. Even if it were possible with the Courts, Senate and Administration against them SALT caps were removed that would be insufficient.

The shift of supply chains due to the trade war with China and improvement of the Panama canal shipping will divert to shipping to Gulf and Atlantic ports to avoid left coast taxes and regulation. Tech companies are already leaving the left coast. The NYSE, NASDAQ and commodities exchanges are already using red edge satellite exchanges to avoid Blue state taxes and regulations. So, why are the Ds optimistic?

I don't know what percentage of drug dealers, rapists, murderers and what not Mexico sends to the US. I do know that illegals with criminal records run to sanctuary states if they have half a brain so that their chance of being deported goes way down. Otherwise law abiding illegals pay protection money to the felons. That is another major reason why the Ds have painted themselves into a corner.
