immigration never stopped, and is generally a boon for any country.
the local population can get educated to higher-paying jobs, while menial boring labor falls to mostly immigrants.

and as such, you can't expect hetro whites to remain the sole participants in the ruling classes.
the immigrants will bring in their own brilliant 5% of their population, and those really should be allowed to represent the interests of their people and of the jurisdiction that they run for.
or you end up with another revolutionary war scenario, but this time in the form of a civil war!
