Yep. But they cooperate with the local cops. The SS controls a certain perimeter, and the locals take care of what's outside the perimeter.

I'm not saying it was a good system, because it clearly wasn't. But it was the system being used. The locals were supposed to be watching that spot. They should have had officers stationed in that area.
