So what they do is trade votes, with those who will catch hell from their constituents back home can trade their votes to a fellow pol in a safe district and vote by proxy, and that is most likely what is going on here; the people who vote publicly aren't necessarily the ones pushing for it, and since they only need a few votes to swing such bills they can limit the political damage for the while Party with minimum risk.
