Perhaps some rules should be changed in the hiring process that forces businesses to vet potential employees before hiring.Of course that is correct, BUT courts, decades ago, gave up on that, due to one word in the IRCA law > "knowingly".
It has been proven time & time again that courts simply could not prove that employers were able to know if hirees were illegal. Without possessing criminal intent in their arguments, prosecutors were forced to drop charges enough times (over years), that courts found these cases not even worth looking at.
