Rubbish. Republicans got over 44% of the vote in New York and 38% in California, yet the number of Congressional seats they got don't come close to representing the vote in those states, same with Illinois and several other big states. If it weren't for illegal aliens California would have fewer Congressional seats to boot.

To win a House seat you need to win 50%+ of congressional district votes and it absolutely does not matter what the overall state vote is for general eleciton.
