Sorry Huggy, it was started by President Johnson, in order the fund Vietnam.
Both parties have spent the SSI surplus ever since and left IOU's.
Wanting to get SSI out of the hands of congress is the goal that is trying to made.
Privatizing SSI has worked out very well for Chile.
Privatizing SS is stupid and dangerous. You cannot use the fact that it's trust fund has been abused to achieve that takeover. The only thing that is necessary to fix the problem is to make the trust fund off limits to federal borrowing. There needs to be a bill passed to fully refund SS to the level of it's contributions and then forever HANDS OFF!!

Yes, it does, as long as those funds are used for nothing else. Add more means-testing and increased age eligibility, and it will run a surplus. Both Pubs and Dems have to stop using it for other government expenditures.
