Cheap foreign labor is a direct result of the rise of Unionism. The more wages went up, the more safety reqs enforced, the shorter the hours got--the more attractive cheap foreign labor looked..from the Irish to the Chinese--and not forgetting the Blacks and the Latinos--for a long time.
You see, without cheap labor you cannot sell commercialization...the market is just too small for the prices you must charge.
So either raise prices and hope to survive, go off-shore...or you hire illegals.
This dynamic is NOT going to change, IMO.
