No. Biden opposed the invasion with arms and supplies which showed the neutral countries that NATO would not fold if challenged. They would honor their commitments. Of course that is a threat to a certain segment of the population.

The only way to keep NATO relevant is to keep Russia as an enemy, To do that, Russia has to feel threatened by NATO, and NATO has been relentless in presenting a credible and growing threat to Russia.
