It's not SCOTUS's job to make law or change rules, just interpret them to see if they pass muster constitutionally.....Evidently they found the one year after discharge rule passed muster.
If congress wants to amend the law/rules then that's on them, not SCOTUS.
I figure that's why SCOTUS took the case.....To remind congress of that fact.

Then the ball is back in congress's court to make law or the administration to "guide" the VA one way or the other.WHAT?
They ruled against a disabled Vet on the basis of that rule.
That's precedent and any time the rule is challenged it will now be upheld because of this decision

If it's a mere rule the administration could give them guidance as they are a executive branch department.Congress could have fixed this for decades.
