I have no idea. I'm not seeing how it gives anyone an advantage and it is what it is.

Each state has a number of districts corresponding to their population and that determines the number of House representatives they have. Eash voting precinct elects a representative, so if a party can manage the number of likely voters in each district, they can theoretically pack the state's congress. It also affects local elections and can even effect Senate and federal elections. the number of representatives id determined by the state's population. legal citizens or not, by the census. Think California.
