The problem is priorities. Prioritization of a lot of things.
Let’s be honest. Yes. Shoplifting and petty theft is a problem. But that problem is one of a lot they have to deal with. Among other problems. Jail overcrowding.
But let’s stay on shoplifting for a moment. It is going to be a misdemeanor charge. If the cops investigate and track the guy down. Or even if they get him at the scene. They are tied up for hours dealing with the arrest. The reports have to be written. The accused has to be booked. The accused has charges filed and bail set. If any bail is required. Most likely they’ll be released with more court dates to attend.
If the guy stays in jail for thirty days he will be released and then what? Time served if the case goes forward. Even the most hard core judge isn’t going to send a shoplifter to prison. It’s a misdemeanor.
The cop has to attend all the hearings as a witness. That is hours taken from being on the street. Several times. And if every piece of paper isn’t right. If the witnesses don’t show to the trial. The accused is going to walk. The combined time spent by the police and prosecutors is more than the guy is going to be sentenced to.
Now let’s say you are a cop. You have a certain number of traffic citations you are expected to write to bring money into the department. You have a lot of serious crimes going on. Major thefts. Robberies. Assaults. Rape. Murder. Drugs. The list goes on and on.
Then there are the emergency calls. Traffic accidents. With or without injuries. You have to go clear up the accidents. You need to find the people dealing drugs to kids. Suddenly spending half your shift worrying a shoplifter through the system doesn’t seem worth it does it?
While you are in the station writing the reports good old Joe is doing a Felony stop on suspected drug dealers without backup because everyone is tied up.
But let’s say you get him to jail. You have 120 beds in the jail. You can’t hold two hundred. So some are going to be kicked loose to lock up the shoplifter right? Who do you kick loose? Other shoplifters? The DUI guy who killed two people driving drunk?
Overcrowded jails are a problem. It is unsafe for the prisoners. And it is more dangerous for the guards.
Overcrowding, violence and abuse proliferate at jails across the country, as staffing problems make long-simmering problems worse.

This wasn’t because she was an actress. She had served a percentage of her time and released with full credit. This was and is the norm.
Across the nation this story is repeated time and time again. The Judge issues the sentence. And a fraction of the time later the convicted person is released early because of space requirements. While Lindsey was doing her time, hundreds of others were being sent to jail too. And there isn’t room for them all. Every one who is Perp Walked in, another is released to make room.
The answer of build more jails is expensive. And nobody can make money appear out of nowhere.
Hiring more guards is also a problem. You have to pay them.
So the reality is that the people prioritize their time, and assets. Ignoring petty crime, as bad as it is, allows them to hunt for more serious criminals.
