The question is when disaster strike does a state have an argument that they should get a bigger piece of the pie when the money is distributed to states in need. Does the amount of the contribution to the federal budget require the government to respond appropriately. Cuomo made an interesting point. The economy is heading down hill. Congress is throwing money to keep it afloat with a mixture of social welfare and business incentives. Should this money go to a State's infrastructure in order to modernize it? Can this creates jobs and improves infrastructure that support the economy and future growth. Should this be there priority. A goal to improve the economy in the long run instead a short burst that is instant gratification. Is this an opportunity to improve the countries infrastructure or miss out on this opportunity in favor increasing the nations debt. Hoping that the nations GDP can make up for it in the future.
 
Maybe this is a good time to redistribute income between the states. There is a lot of Income Inequality going on, and providing almost all of the federal aid to the poorer states like Arkansas and Mississippi and West Virginia, might be a good start to getting the states on an equal basis.
 
a large part of what California is paying comes in part from the federal government in the form of military bases.
Congress is spending money on bussiness and people. They are not sending money to any state. Texas has not asked to be bailed out. Wyoming has not asked.
The states that have asked to be bailed out have the highest state and city taxes in the nation. They have run those same states into the hole by spending like drunken sailors.

Still if you have more population should you get more return on that money appropriated by the state.

when the government spends that money, and yes every state should get some of it, but do the states which larger population deserve a larger return on the investment they pay in taxes.?

That why I asked.
You look an NY's expenditures,they need a crap load of money to keep that state afloat.
The subways alone are hugely expensive!!!
Not to mention their gov handouts.
 
NY and Texas are about the same in taxpayer revenue.

Texas has 15 military bases whereas NY has 5 military bases

Subways are expensive but they are usually in the metropolises of the US. Still this is about infrastructure and the movement of people and goods. To have a strong economy requires a sound infrastructure. The subways in NY was first built in 1904 and thru 1920.and generally stopped in 1940. There have been a few extensions of the original. Generally the subways are 100 years old.

Anyway railways are the main concerns. Commerce flows thru NYC and they are looking to upgrade it.

Compare Japan which was devastated during WW2 especially Tokyo. Japan has a very advanced and well-maintained infrastructure. Considered one of the best in the world

So does destruction contribute to rebuilding and making it better than before. ?

Maybe as bad and tragic as CONVID-19 pandemic is turning out to be , does it take tragedy and death to improve things.
