Ever consider the fact that if it landed on the ground instead of the sea, and if things went wrong, it would start a fire? If it hits wrong in the middle of the ocean on a barge, all that happens is that we have some wreckage at the bottom of the sea.

Guess you don't understand the difference between solid ground that is dry and a barge that is in the middle of the ocean.

I hope space will be militarized, then we will get more money to do these. By the way, I can write software like that, and it is fun to work out the algorithm parameters for this kind of balancing.

I have no idea. Another possibility is law. Out at sea you wouldn't fall under US oversight.

I hope we don't. It would be expensive as hell and robotics can do it without the need of life support or danger to anyone. If a private company wants to finance the effort, fine with me.
