Unused military construction funds are "pulled back" and reallocated at the end of every fiscal year. It happens every year for every military construction project all over the world. Allocated funds may have have been "unused" for any number of reasons, an ongoing environmental impact study is one example of construction delay. This is not uncommon, happens all the time, money is moved across the DOD construction program frequently.
