A correct audit. Take several counties in whatever states where dodgy dealings were suspected. Get every vote. Find those voters. Ask who they voted for.

Was it a valid vote? Are they alive? Did they vote once? Did all the voters exist? Etc..

Without a proper in-depth audit, recounting just means recounting dodgy records.
