The answer is Yes....

That means the are socialist programs.

No. That means they are government programs. Government programs that have nothing to do with:

"Socialist programs advocate for the collective or governmental ownership of the means of production and the expansion of public services to reduce economic inequality."

Public roads, police protection, fire departments, the military - don't exist to achieve social justice. And they aren't attempts to seize control of the means of production. They exist because we've decided to include them as part of the "commons", as a matter of convenience.
