So who speaks Chinese?

All politics aside, who has a fluent-enough mastery of the Chinese language to decipher something for me? This is an edition of Sun Tzu's "Art of War". The title runs down the middle and if I'm not mistaken, the string of characters down the left side indicate that it was transcribed during the Qing Dynasty. I believe that ended in 1911. I have no idea whet the string of characters on the right mean. Any ideas?
