Secretaries Rice and Albright really didn't use them much. Secretary Powell could probably note that General Washington had not sent any emails from the Camp at Valley Forge. That tradition would actually continue on for decades(?).
In the link,. Secretary Powell would try to bring the State Department into at least--some new century, having otherwise blown the testimony about the non-existent, "Weapons of Mass Destruction." That part is not in the link. Easily marked, "Embarrassing", it is still not clear if the WMD's were somewhere in a McDonalds, in downtown Baghdad--for all that the State Department knew. That had to be explained to the United Nations, in that administration that anyone can think of, unless it is best forgotten(?)!

Historians do miss a lot, including people even claiming to keep the histories and records(?)! Likely the FBI Investigation is taking so much time, investigating just who was actually responsible for putting just which document, into which new pigeon-hole. There were probably a lot of them--one pigeon-hole for each records-keeper, in a U. S. Executive Branch Department.
Put that in the context of just how relevant the email issue is not. Pigeon-hole stuffers are probably not to be trusted, either--especially in the Hollywood versions. Still there are some.
